University Strategic Plan

 

Iowa State University aspires to become the premier land-grant university in the nation. This goal is the focus of a five-year strategic plan that will guide Iowa State University into the 21stcentury. To become the best, ISU is committed to carrying out the steps of the plan. While the goals are lofty, they are achievable.

 

 

Capital Projects Council

 

The Capital Projects Council includes representatives of chief administrative offices. The council reviews all capital improvements greater than $250,000. The council meets on a 4 to 6 week schedule throughout the year. Information is submitted through administrative Provost or Vice President.

 

 

Campus Master Plan

 

The Campus Master Plan is a guide to the physical development of the campus. The plan is grounded in the trends of growth of the university in the areas of academic, research and outreach. The plan is organized around land use, transportation and open
space development.

 

 

Facility Assessment Model

 

The diversity of ISU’s program activities is so great that allocating the facility resources equitably among all users requires a systematic process. The Facilities Assessment Model has been developed to illustrate the need for each type of space using well-defined criteria and performance measures. The outcome of these analyses allows comparison of the relative needs of each program.

 

 

Project Manager

 

The Project Manager is the person assigned to the project to oversee activities that occur throughout the life of the project. This includes:

  • Serving as the Owner’s Representative during the pre-construction activities of the project (the single point of contact between architect and all university departments)

  • Managing all professional consultant Agreements for the project

  • Coordinating and scheduling meetings

  • Managing the overall project budget

  • Managing of the overall project schedule

  • Reviewing project documents for quality and accuracy

 

 

Architect Selection Committee

 

The membership of the architect selection committee includes university administrators and representatives of the planning committee and administration of the occupying college or administrative unit, with ex officio participation and staff assistance from Facilities Planning and other FP&M units.

 

 

Architect

 

For purposes of this report, the term architect refers to the prime professional design consultant selected for the project. For most projects this is an architectural firm. For some projects, this may be an engineering firm, landscape architectural firm, interior design firm, or specialty consulting firm. The term includes any sub-consultants that may be required for the project. In all cases this firm is required to have a principal that is duly licensed in the State of Iowa and will be responsible for the quality of the design documents.

 

 

Project Review Board

 

The project review board is a group of FP&M administrative representatives that meets to review all capital projects greater than $1M as the design and construction documents are developed. Projects are reviewed at the end of Programming, Schematic Design, Design Development, and Construction Documents and must be approved prior to proceeding to the next step in the process. The membership of this group includes the Associate VP for Facilities, the Director of Facilities/Utilities, the University Architect, the Associate University Architect, the Chief Engineer, The Director of Facilities Management, the Associate Director of Facilities Planning, the Manager of Construction Services, and the Project Manager for the project.

 

 

Targeted Small Business Program

 

A program administered by the Iowa Department of Economic Development to provide minority owned businesses or Targeted
Small Businesses (TSB’s) the opportunity to provide goods or services to any governing body of the state of Iowa. The State Board of Regents seeks to provide opportunities for TSB’s by establishing participation goals for construction contracts.

 

 

Board Office

 

The Board Office provides administrative support to the Board of Regents by reviewing, analyzing, and making recommendations on all matters coming before the Board of Regents. The Executive Director of the Board of Regents is responsible for administration of the Board Office and is authorized to act on behalf of the Board of Regents on capital procedure actions subject to ratification by the Board of Regents at or before the next Board meeting.

 

 

Notice of Award

 

This is the notification letter to the contractor stating that the Board Office or Vice President for Business & Finance has approved the contract award for the project Work. This notice directs them to proceed with the work.

 

 

Schedule of Values

 

The Schedule of Values for a project is a detailed breakdown of the costs of the various components of the construction project into individual labor and material line items. The sum of all of the line items will be equal to the value of the construction contract. Once the Schedule of Values has been approved, it will serve as the basis for subsequent monthly payments to the contractor.

 

 

Contractors Statements

 

Contractors who contract with governmental units in Iowa are required to pay sales tax or remit use tax on building materials,
supplies, and equipment. Before acceptance of the contract, the contractor must provide a Contractor Statement to the institution which details the sales or use tax paid on the materials, supplies, and equipment utilized on the project. The institution may obtain a refund of the sales or use tax paid by the contractor by filing with the Iowa Department of Revenue and Finance within six months of the acceptance of the project.

 

 

FP&M Service Desk

 

University faculty and staff are advised to call the FP&M Service Desk at 4-5100 to report facility problems. The Service desk line is answered around the clock, seven days a week. Service desk staff directs the reported problem to the appropriate service unit for response. This could include building maintenance services, contractor warranty work, or design services.
